IMPACT OF BUILDING SAFETY BILL AND FIRE SAFETY ACT The Building Safety Bill is produced to create a clear, balanced framework for the design, construction and management for safer high-quality homes in the years to come. It is designed to allow residents in high-rise buildings to have more say in the management of their building. The residents will be able to raise building safety concerns directly to the owners and managers of buildings, who will have a duty to listen to them. If residents feel concerns are being ignored, they can raise them with the Building Safety Regulator. All homeowners will also have between six and 15 years to claim compensation for substandard construction work. Extracts from gov.uk/government/collections/building- safety-bill The Building Safety Bill includes new provisions to more than double the limitation period for breach of the duties contained in the Defective Premises Act 1972 (DPA 1972). Section 1 of the DPA 1972 applies to the carrying out of work in connection with the provision of a dwelling and imposes a duty: • To carry out the work in a workmanlike/ professional manner • To use proper materials • To ensure that when the work is complete, the dwelling is fit for habitation The Bill provides for a stringent new regulatory regime that will apply during the design and construction of higher-risk buildings. The government’s intention is that this will apply to buildings that are at least 18m in height or have at least seven storeys and at least two residential units.

This PAS is particularly intended for use by fire engineers and other building professionals tasked with advising on the fire risk of the external wall construction of existing blocks of flats. However, it is also intended for use by other building professionals, those for whom such appraisals are carried out and those who make decisions based upon the outcome of the FRAAs. Typically, this will include: • Building surveyors • Architects

• Façade engineers • Project managers • Cladding contractors • Building owners/landlords • Managing agents or facility managers

• Local housing authorities • Fire and rescue authorities • Building control bodies • Advice agencies • Insurers • Valuers and mortgage lenders.

STRUCTURAL ENGINEERS REGISTRATION (SER) TO STRUCTURAL PERFORMANCE

In Scotland, Structural Engineers Registration Ltd is appointed by the Scottish Government’s building standards division to administer a scheme for Certification of Design (Building Structures).
